eCitizen: creating an account and applying for government services online, step by step
eCitizen is the Government of Kenya's main online portal for public services: passports, good conduct certificates, business name registration, birth certificates, driving licence services, land searches and many more, with payment by M-Pesa or card. Using eCitizen confidently saves you queues, travel and middlemen, and helping others with it is a common cyber café and digital services business. This unit explains how eCitizen works, how to create and secure an account, and how to apply for common services safely.

Creating an eCitizen account
You'll need: your ID number (or passport/alien ID), a phone number registered in your name, and an email address.
- Go to ecitizen.go.ke (type it yourself) and choose Create account / Sign up.
- Choose your account type (e.g. Kenyan citizen).
- Enter your ID details as on the ID card, phone number and email.
- Verify your phone/email with the code sent to you.
- Set a strong password you don't use elsewhere.
- Log in and complete your profile.
Tips:
- Use your own phone number and email: they're used for verification codes and notifications.
- Write down your login email/ID safely; enable any extra security options offered.
Navigating eCitizen
After logging in, you'll typically see a dashboard listing agencies/services, your applications and payments. Choose an agency (e.g. DCI, Immigration, BRS), then the service. Many services open in that agency's section of the portal, using the same eCitizen login.
Paying for services
- After filling an application, you'll get an invoice/payment page showing the amount (includes any convenience fee).
- Choose M-Pesa (usually via a paybill and account number/bill reference shown, or an STK push prompt to your phone) or a card.
- Pay exactly as instructed: correct paybill and the bill reference/account number shown.
- Wait for confirmation; the application status changes to paid.
- Download/print the receipt and keep the M-Pesa confirmation SMS.
Step by step: certificate of good conduct (police clearance)
Often required for jobs, further studies and travel.
- Log in to eCitizen → choose DCI (Directorate of Criminal Investigations).
- Select Police Clearance Certificate → apply (choose the purpose if asked).
- Fill or confirm your details; submit.
- Pay the fee shown via M-Pesa.
- Download the invoice/application form if required and follow instructions for fingerprint capture: typically at a DCI office or designated centre (bring your ID and the printed form). Some processes have been updated over time; follow the latest instructions shown.
- Track the status in your eCitizen account; when ready, download the certificate (and verify its authenticity using the method provided by the DCI, such as a QR code/serial).
Step by step: passport application (overview)
- Log in → Directorate of Immigration (or the immigration services section).
- Choose the passport type (ordinary passport; number of pages) and new application or renewal/replacement.
- Fill the form carefully: personal details, parents' details, contacts, previous passport (if any).
- Upload required documents and photos as specified (e.g. ID copies, birth certificate for some applicants, recommender details or guarantor requirements, passport-size photos in the correct format).
- Pay the fee shown.
- Book an appointment (if required) at an immigration office/Huduma centre for biometrics (photo, fingerprints) and bring originals.
- Track the status; collect the passport when notified (bring ID and the old passport for renewals).
Requirements differ for minors, renewals and lost passports; read the requirements list on the portal before starting.
Step by step: business name search and registration (BRS)
- Log in → Business Registration Service.
- Name search/reservation: propose one or more names; pay the search fee; wait for approval (rejected if too similar to existing names or restricted words).
- Register: choose business name registration (sole proprietor/partnership) or company registration; fill owners' details (ID, KRA PIN, contacts, address), nature of business.
- Pay the registration fee; submit.
- Download the certificate when approved. Then register for relevant KRA obligations, county business permits and other licences for your sector.
(The Registering a business online lesson covers this in depth.)
Step by step: birth certificate (late/first registration or copies)
- Log in → Civil Registration Services (or the relevant department).
- Choose the service: application for a birth certificate (using the birth notification number from the hospital/registration), replacement, or correction.
- Fill details exactly as in the birth notification; upload required documents (parents' IDs, notification).
- Pay; track; collect from the designated registry or as instructed.
Tracking applications
- Use the dashboard/applications section to see status: submitted, paid, under review, approved, ready for collection.
- Watch your email and SMS for notifications.
- If stuck for long: use the agency's official support channels (contact pages, Huduma Centres) with your application reference and M-Pesa code.
Avoiding scams and mistakes
| Risk | Protection |
|---|---|
| Fake websites copying eCitizen | Type ecitizen.go.ke yourself; check the .go.ke ending |
| Middlemen who "fast-track" for extra money | Apply yourself; official fees are on the portal; extra "speed" payments may be bribery |
| Sharing your login with strangers | Never share your password/OTP; if a cyber café helps, type the password yourself and change it after |
| Wrong details (typos in names, ID numbers) | Double-check before paying; corrections cost time and money |
| Paying the wrong paybill/reference | Copy exactly from the invoice page |
| Lost documents | Download and back up receipts and certificates |
Think about it: A person on Facebook offers to get your good conduct certificate "in 24 hours without fingerprints" for KSh 3,000. What should you do?Show answer
Decline. It's either a scam (you lose the money) or a fake/irregular certificate that can be detected and get you into serious trouble with employers and the law. Apply through the official eCitizen DCI service and follow the official process.
Offering eCitizen services ethically (cyber cafés and digital agents)
Many people earn by helping others use eCitizen. Do it professionally:
- Display official fees and your service fee separately.
- Get the client's consent; let them enter passwords and OTPs, or help them change passwords afterwards.
- Never keep copies of clients' IDs and documents longer than needed; delete downloads from the computer.
- Never falsify information or documents.
- Know the processes well and keep up with changes.
Practice tasks
- Create (or review) your eCitizen account; update your password and contact details.
- Explore the list of agencies on eCitizen and note five services relevant to you or your family.
- Write down the steps and documents required for a good conduct certificate as currently shown on the portal.
- Create a folder system for government documents and receipts.
- Make a simple price list (official fee + service fee) for three services if you plan to offer help to others.
Summary
- eCitizen (ecitizen.go.ke) provides many government services online through one account: immigration, DCI, BRS, civil registration, NTSA, lands and more.
- Create an account with your ID, phone and email; use a strong, unique password; never share OTPs.
- Fill forms carefully, pay the exact amount to the shown paybill/reference, and save receipts.
- Common services: good conduct (DCI), passports (Immigration), business names (BRS), birth certificates (civil registration).
- Track applications on the dashboard; use official support channels.
- Avoid fake sites, middlemen and falsification; offer help ethically.
